Please check in Billing manager if the paypal is verified or not: https://www.namesilo.com/account_billing_profiles.phpIf not, please add paypal here and the proceed to pay--> add domain in cart and pay by selecting paypal.
If you still face problems, first- check if you are using chrome browser and then check your browser for AD Blocker, they usually block PayPal.
If it doesnt work, Please check your browser settings or use another incognito chrome browser
